Mayor Randall L. Phelps called the Warsaw Town Council to order in the Council Chambers at 78 Belle Ville Lane.  Council members  present were Paul G. Yackel, Ralph W. Self, Auriel Walker, Rebecca C. Hubert, Ogle E. Forrest, Sr., Faron Hamblin and Roger R. Lee.

Staff present Town Manager, Joseph N. Quesenberry, Lee H. Capps, Economic Development, Robert F. Moore, Jr. and Susan M. Pemberton, Treasurer and Clerk of Council.

 

Others present were Mary Beth Bryant, Larry Thorn, Gary Palmore, Hillary Kent, Pete Trible, Neal Barber, Jeff Stodghill, Donna Jackson reporter for the Northern Neck News and Diane M. Lank, Town Attorney.

 

Approval of Agenda

On motion by Councilman Yackel to approve the agenda.  Councilman Lee seconded the motion.  The following vote was taken.

Approval of Minutes – February 9, 2017

Mayor Phelps asked if there were any additions or corrections to the minutes of February 9, 2017.  Councilman Lee moved to approve the minutes of February 9, 2017 as presented.  Councilman Forrest seconded the motion carried with the following votes.

Financial Report – February 2017

Councilman Self moved to accept the February 2017 Financial Report as presented.  Councilman Lee seconded the motion carried with the following votes:

Town Manager's Report

The Local Choice Health Benefits Program has an increase this year of $54.00 from $632.00 to $686.00 for the Key Advantage Expanded for the employees. Council gave  authorization to renew the Insurance for The Local Choice Health Benefits Program for July 1, 2017 through June 30, 2018 at a Single Rate of $686.00.

 

Gregory Packett has applied for a Conditional Use Permit for a multi-family dwelling for an  additional 6 units to the 12 that already exists located on parcel 16A4(a)71 which is zoned R-12.  The Warsaw Planning Commission  made a recommendation to the Town Council for a Public Hearing for the application of the CUP. Councilman Hamblin made a motion for a Joint Public Hearing to be held on April 13, 2017 at 7:00 for the request of Gregory Packett for a CUP.  Councilman Lee seconded the motion carried with the following votes.

Police Report

Joseph N. Quesenberry, Town Manager stated that an application was submitted to USDA Rural Development for two SUV police vehicles.  The Town of Warsaw could be eligible for up to 55% of the cost of the vehicle.

 

Planning Commission Report

Councilman Hamblin stated they reviewed the Capital Improvement Plan. 

We are working on Fund Raisers for "Save the Saddlery"  to raise money and the next meeting is set for March 15, 2017 at 6:00 p.m.

 

Northern Neck Regional Jail Report

J. Larry Thorn reported that the Northern Neck Regional Jail Board held their meeting Wednesday, March 1, 2017.  The population for this month was approximately 376 and 92 were Gloucester Inmates.  Also I  would like to remind everyone that the Twenty-Second Annual Governing Bodies Recognition Dinner will be Wednesday, April 5, 2017 at the Ware River Yacht Club in Gloucester.

 

Committee Reports

Personnel Committee

Chairman Yackel stated the committee has been meeting with the employees and  this month they met with the office employees and next month  will be the police department.  We have gotten some suggestions from the employees on items that are needed and what could be changed.  The next project will be to work on the Employee Handbook and update.

 

Ordinance Committee

Chairman Hubert stated that the Municode is working on the Code Book once the recodification is finished this will be on line.  This will benefit the Town as well as developers.

 

Economic Dev. Committee

Chairman Lee stated that Rice-Packett received the Business Improvement Grant. 

 

Main Street Revitalization

Neal Barber and Jeff Stoghill gave a presentation on the Warsaw Downtown Revitalization Plan. 

Mayor Phelps moved that we approve the Warsaw Downtown Revitalization Plan, submitted by PMA Architecture and Community Solutions. We need to move on  the Resolution in your packet and adopt.  Councilman Lee made a motion to approve the Warsaw Downtown Revitalization Plan and to adopt the Resolution.  Councilman Hamblin seconded the motion carried with the following votes.

AUTHORIZATION TO SUBMIT VIRGINIA DEVELOPMENT BLOCK GRANT PROPOSAL

 

BE IT RESOLVED THAT, pursuant to two public hearings, The Town of Warsaw wishes to apply for $1,150,000 of Virginia Community Development Block Grant funds for its Downtown Revitalization Project.

WHEREAS, the project will have a total budget of $3,450,000; and

WHEREAS, the project will improve building façades, remove blight, install signage, street furniture, landscaping, sidewalks, street lighting, crosswalks, develop a marketing program, establish a revolving-loan fund, and implement stormwater-drainage improvements affecting the Warsaw Business District;

BE IT FURTHER RESOLVED, that Joseph N. Quesenberry, Town Manager, is hereby authorized to sign and submit appropriate documents for the submission of this Virginia Community Development Block Grant proposal, including all required pre-contract documents.

Mayor Phelps asked if changing the time to 6:00 p.m. instead of 7:00 p.m. would be more accommodating for the Town Council meetings for anyone.  Much discussion and then a decision was to leave meetings at 7:00 p.m.

 

Mayor Phelps asked if the Chamber has gotten back with anyone on removing the sign on Route 3.  Joseph N. Quesenberry, Town Manager stated he is working on the task.

 

Rappahannock Church of Christ had their Grand Opening  on Sunday at their new location and a nice job was done.

 

 

 

FY 2018 BUDGET PRESENTAION & CIP PRESENTATION

 

Joseph N. Quesenberry, Town Manager gave a power point presentation on FY2018 Budget with a proposed Real Estate tax increase of 03cents.  Also there  will be  a Budget Worksession  on Thursday, March 23 at 6:00 p.m.

 

Saddlery Location

Joseph N. Quesenberry stated there needed to be a motion to approve the historic Saddlery to be placed on Parcel 16A2(A)10, currently owned by the Town of Warsaw, adjacent to the Town Park. There will be 100% raised to cover the cost of the move and restoration as no cost to the Town and  then  turned over to the Town of Warsaw.  Councilwoman Walker made a motion to approve the historic Saddlery to be placed on Parcel 16A2(A)10, currently  owned by the Town of Warsaw, adjacent to the Town Park. New Business

There has been a quote of $150 given for pictures to be taken of all the council and staff before the next council meeting April 13, 2017 at 5:30.

 

Mayor Phelps stated that the Town had received a letter requesting a donation for the After Prom.  Finally after much discussion and everyone agreed to give $250.00 towards this great event.

 

 

 

Closed Session

Councilman Yackel moved to convene in closed session as permitted by Virginia Code Section 2.2-3711(A)5 relating to prospective business matters.  The motion was seconded by Councilman Forrest and passed with the following votes.

Councilman Yackel moved to reconvene in regular session and Council Certified by roll call vote, that in the closed session just concluded, nothing was discussed except the matter identified in the motion to convene in closed session and lawfully permitted to be so discussed under the provisions of the Virginia Freedom of Information Act cited in the motion.  Councilman Forrest seconded the motion.  The following are the roll call votes taken.

Closing Comments

Councilman Lee stated he was very excited about the  Block Grant monies and looks like the bottom will be taken care of as well.

 

Councilman Hamblin and Councilwoman Walker stated they were excited on all the Improvements.

 

Councilwoman Hubert stated that Joseph N. Quesenberry's presentation was well done  and she was also very excited on the Grant approval.

 

 

Councilman Self stated that he did not like tax increases but it is a part of moving forward in future growth.

 

Mayor Phelps stated that Warsaw needs to grow and  we  have to take some necessary steps.
