Mayor Randall L. Phelps called the Warsaw Town Council to order in Council Chambers at 78 Belle Ville Lane. Council members present were Paul G. Yackel, Ralph W. Self, Auriel Walker, Ogle E. Forrest, Sr., Faron H. Hamblin, Rebecca C. Hubert and Roger R. Lee.
Staff present Town Manager Joseph N. Quesenberry, Lee H. Capps, Economic Development, Chief Joan Kent, Officer Headley, Cliff Withers, Bobby Moore and Susan M. Pemberton, Treasurer and Clerk of Council.
Others present were Mary Beth Bryant, Donna Jackson, Katherine Stout, Dan Ream, Jerry Davis, Larry Thorn, Darleen Nichols, Hannah Overton Tiffany, Explorer Group, Diane M. Lank, Town Attorney and Colston Newton reporter for the Northern Neck News.
Approval of Agenda
On motion by Councilman Lee to approve the agenda. Councilman Hamblin seconded the motion. The following vote was taken.

Public Hearing-Warsaw Main Street Revitalization-Authorization to Apply
NOTICE OF PUBLIC HEARING
Warsaw Revitalization Project
Notice is hereby given that the Warsaw Town Council will be holding a Public Hearing on Thursday, January 12, 2017 at 7:00 PM at the Warsaw Town Council Chambers, located at 78 Belle Ville Lane, Warsaw, Virginia. The Public Hearing will discuss the Warsaw Revitalization Project, with a brief presentation and discussion concerning the proposed developments within the project area, along with an update on the application schedule. Joseph Quesenberry, Town Manager, stated the plan calls for the total project to be broken unto two phases- Phase I, entitled the "Historic Core," and Phase II, entitled the "Transitional Area." This proposal will allow the initial $700,000 to be applied towards Phase I, or the core block from Route 360 to the edge of the current historic block of buildings in downtown Warsaw. Phase II could then potentially incorporate funds from the Virginia Department of Housing and Community Development, VDOT, along with other funding sources.

Resolution Adopting and Authorizing the Town of Warsaw's Downtown Revitalization CDBG Grant Pre-Contract Documents
WHEREAS, The Town of Warsaw Town Council wants to assure the Department of Housing and Community Development of the Town's readiness to proceed, if grant funding is awarded under the Community Development Block Grant program; and
WHEREAS, The Town of Warsaw has taken, and will continue to take, the necessary steps to insure the Town's readiness;

Councilman Lee made a motion to adopt the Resolution and authorizing the Town of Warsaw's Downtown Revitalization CDBG Grant for a project in our community. Councilwoman Hubert seconded the motion. The following vote was taken.

Public Comment
Darleen Nichols stated that she is a resident of Warsaw and was at the Board of Supervisors meeting. The EMS is asking for monies for a power gurney for use of the Rescue Squad. She stated that "you would look very responsible and community minded" by donating to the project.
Warsaw LOVE Sign Presentation – Donna Jackson
Donna Jackson showed Council the design for a Virginia Tourism Corporation."LOVEwork". She had material list which totaled $995.77 and it is 5 to 6 feet tall and 20 feet wide. Donna Jackson stated that she would need volunteers and to find a location and also someone to have a design to make it stable . Virginia Tourism has a application and will reimburse limited to $1500.00 for a Lovework Reimbursement Program.
Joseph N. Quesenberry then added that an option of where it would be displayed as well as being off of state right of way.
Councilman Forrest made a motion for the Town Manager, Joseph N. Quesenberry to take care of the LOVE sign and where it should go in the Town of Warsaw. Councilman Hamblin seconded the motion. The following vote was taken.

Councilman Yackel moved to accept the December 2016 Financial Report as presented. Councilman Self seconded the motion. The following vote was taken.

Town Manager's Report
Joseph N. Quesenberry, Town Manager stated that Warsaw United Methodist Church had dropped off bake goods for our town employees in honor of Love Wednesday. There was a
Saddlery meeting on January 25, 2017 at 6:00 pm and there was a great community support and I will address more of the progress at the February council meeting.
Councilman Lee made a motion for the Town of Warsaw to provide a place/parcel for the Saddlery to be moved but not to fund project. Councilman Hamblin seconded the motion. The following vote was taken.

Councilman Faron Hamblin is looking to live stream the meetings so the community can watch the meetings from their home. Councilman Hamblin stated it probably would cost around $1,500.00 or cheaper. Much discussion was made and then Councilman Lee made a motion for Councilman Hamblin to go ahead and get equipment up to $1,500.00 to get started with the meetings being live streamed. Councilman Self seconded the motion. The following vote was taken.

New employee Cliff Withers was introduced as the Wastewater Treatment Plant operator and he spoke telling the council a little about himself. Then Bobby Moore was introduced as the Administrative Assistant in the Police Department and he told a little about himself.
Lee H.Capps introduced Hannah Overton Tiffany as she is a realtor and is helping to try to raise funds for the Saddlery to move it.
Town Attorney's Report
Diane Lank, Town Attorney stated that she was sill working with the Municode for the recodification and some of the Town affairs.
Police Report
Chief Joan Kent stated she had assisted with the water break on Rt 360 and stated how the town council should be proud of the guys that pulled together and got it all fixed.
December 23, 2016 we started a new program--- Cops Christmas in the Community
The officers and Explorer Group helped present random gifts to people at the Orchard and also pulled vehicles and gave the people gifts or kids presents. The Relish, Peoples Community Bank, Town of Warsaw and some others donated items for the cause.
Officer Headley introduced the Explorer Group and stated the kids are trained in CPR and can instruct some classes. We want the kids to succeed. We are looking at 2017 Grants to pay for the small Insurance Fee and any other expenses. Officer Headley has purchased some of their shirts or the kids have.
Northern Neck Regional Jail Report
J.Larry Thorn reported the Northern Neck Regional Jail Board held their meeting Wednesday, January 4, 2017. The population for this month was approximately 394. There has been a funding approved to increase supervision therefore more people will be hired.
Planning Commission Report
Commissioner Hamblin stated that Code of Virginia Section 15.2-2239 Local Planning Commissions to prepare and submit annually Capital Improvement Programs to governing body. Joseph N. Quesenberry has given the spreadsheets to department heads FY2017-2021 then will be presented to the Planning Commission on February 2, 2017. They will send their approvals to council to be passed for the FY2017-2018 Budget.
Committee Reports
Mayor Phelps asked Councilman Forrest and Councilman Lee about what had ben decided on whether we should do anything with the land at the wastewater treatment plant.
Much discussion back and forth and council decided to have a Public Hearing at the next Council meeting to see what the town people would like for council to do. Once the council has heard what the people would like for the council to do then it will be a right way to handle what to do if anything with this property.
Councilman Forrest made a motion to have a Public Hearing for Community Input on the Property of Strawberry Hill which is where the Wastewater Treatment Plant is at on Wellfords Wharf Road. Councilman Lee seconded the motion. The following vote was taken.

Closed Session
Section 2.2-3711 Real Property – Stormwater Remediation Project : Jerry Davis
Councilman Yackel moved to convene to closed session as permitted by Virginia State Code Section 2.2-3711(A)(3) relating to real property issues allowed for the acquisition of land for a public purpose. The motion was seconded by Councilman Forrest and passed with the following votes.

Councilman Yackel moved to reconvene in regular session and Council Certified by roll call vote, that in the closed session just concluded, nothing was discussed except the matter identified in the motion to convene in closed session and lawfully permitted to be so discussed under the provisions of the Virginia Freedom of Information Act cited in the motion. Councilman Forrest seconded the motion. The following are the roll call votes taken.
