WARSAW TOWN COUNCIL

PUBLIC HEARING

COUNCIL CHAMBERS

DECEMBER 8, 2016 –7:00 P.M.

 

 

Vice Mayor Paul G.Yackel called the Warsaw Town Council to order in Council Chambers at 78 Belle Ville Lane.  Council members present were Ralph W. Self, Ogle E. Forrest, Sr., Rebecca C. Hubert, Roger R. Lee and Faron H. Hamblin.

Staff  present Town Manager Joseph N. Quesenberry, Lee H. Capps, Economic Development , Chief Joan Kent, Sergeant Mark Taylor and Susan M. Pemberton, Treasurer and Clerk of Council.

Others present were Mary Beth Bryant, Gary Palmore, Larry Thorn, Auriel Walker, Dan Ream, John Slusser, Kenneth Blake, Diane M. Lank, Town Attorney and Taylor O'Bier reporter for the Northern Neck News.

Approval of the meeting agenda

On motion by Councilman Forrest to approve the agenda . Councilwoman Hubert  seconded the motion.  The following vote was taken.

Approval of Minutes – November 10, 2016

The minutes are to be  amended for  the November 10,2016 minutes as follows from "trail" to "trial" :

 

AMENDED

 Personnel – Chair Paul Yackel announced that the committee had met.  The unanimously recommendation of the Personnel Committee was to extend the ‘trial’ appointment of Ms. Diane Lank as town attorney to the full two year appointment, ending June 30, 2018.  Chairman Yackel so moved, Mr. Forrest seconded the motion which passed unanimously by Council.

Councilman Hamblin moved to approve the Amended minutes of November 10, 2016.  Councilman Forrest seconded the motion and carried with the following votes.

NOTICE OF PUBLIC HEARING

FISCAL YEAR 2016 - 2017

BUDGET AMENDMENT

 

Notice is hereby given, pursuant to § 15.2-2507 of the Code of Virginia, that the Warsaw Town Council intends to consider an amendment to increase the FY17 Budget in the amount of $157,868.00 to finish incomplete capital outlay projects and for increased staffing. A public hearing is scheduled for December 8, 2016 at 7:00 PM at the Warsaw Town Council Chambers located at 78 Belle Ville Lane, Warsaw, Virginia. Paul G.Yackel, Vice Mayor asked if anyone would like to speak or any comments.  There being none, the public hearing was closed. 

Councilman Forrest made a motion to approve the Amendment to the Budget for Fiscal Year 2016-2017. Councilman Self seconded the motion.  The following vote was taken.

Vacant Council Seat

Councilwoman  Hubert made a motion to appoint Auriel Walker to Town Council with her term expiring 6/30/20.  Councilman Lee seconded the motion.  The following vote was taken.

Financial Report – November 2016

Councilman Hamblin moved to accept the November 2016 Financial Report as presented.   Councilman Forrest seconded and the motion carried with the following votes.

Mayor's Report

Vice Mayor Yackel stated that the Town Christmas party will be on December 13, 2016 at 6:00p.m. at the Relish and he looks forward to seeing everyone there. Christmas falls on a Sunday this year and the state employees  and most of the other counties have off Friday, December 23, 2016 and Monday, December 26, 2016 therefore I think it would be a great idea to give the employees both days off for Christmas.

Councilman Forrest made a motion for the town employees to have off all day on Friday(December 23) and Monday(December 26) for the Christmas Holiday. Councilman Self seconded the motion.  The following vote was taken.

Manager's Report

Joseph N. Quesenberry, Town Manager reintroduced Lee H. Capps as the director of planning and economic development.

Lee H. Capps, Director of Planning and Economic Development gave an update on the Main Street Revitalization and the application is due on March 31, 2017, a final meeting for Main Street will be on December 15, 2016 at 3:00 for the marketing side of the Main Street Project. 

Councilman Lee stated there are  a lot of things  going on in town and if you can stop by on the 15th for the meeting to ask questions and see what all is going on.

 

The sidewalk project is in the works to RCC and on both sides of the road estimated at $770,000.00.  We are working with VDOT and the project is rolling along.

 

The department heads are working on the capital budgets due to me by January 20th and also I am working on the Budget for the upcoming fiscal year 2017-2018. 

 

Councilman Hamblin is working on live streaming  the meetings that are held here at council chambers therefore the public can see what all is going on in the Town of Warsaw.

 

What a great job that was done for the open house at the WWTP and at the wells by the Town employees.

 

Town Attorney's Report

Diane Lank, Town Attorney states she has been working with the Town Manager on Town issues and also with Municode on the recodification for the Town of Warsaw.

 

Police Report

Chief Joan N. Kent wanted to thank Sergeant Taylor and Officer Headley for all of the extra time they have put in when she was out on medical leave.  Sergeant Taylor was in the Urbanna Christmas parade as they were honoring Police Officers and were the Marshalls for the parade. 

Chief Kent stated that Officer Eddie Headley is starting up a Northern Neck First Responders and this is Eddie's baby and she don’t want to steal his thunder.  Officer Headley heads up kids 16 to 21 years old and that want to get into the Rescue, Fire and Law Enforcement as a career.  They also have to have at least a C average in their school grades.  They have helped with traffic control  and community functions. Please do not worry as their parents have signed a waiver therefore there is no liability for the town. 

Chief Kent introduced Kenny Blake  and he is one of the explorers and he was a 2015 graduate from Rappahannock High School.He is also going to ECPI and will graduate next December with his Bachelor's. He is doing a internship in the police department and she thanked him and told him she was glad he was here.

Officer Maupin got married and then moved to Fredericksburg and we have now replaced him with Officer Tim Jackson.  He has worked for the Richmond City Police, part time for Tappahannock Police Department and retired Airforce in 2013. He has been married for 21years and has 13 kids which are home schooled.  We are now working on a replacement for administrative assistant to replace Ann.  The advertisement has been done and we will start the interviews in the next two weeks.

 

Northern Neck Regional Jail Report

J. Larry Thorn reported the Northern Neck Regional Jail Board held their meeting Wednesday, December 7, 2016.  The population for this month was approximately 393and 162 were Federal Inmates and by 5:00 that day the number had increased up to 176  Federal Inmates.

 

Warsaw Planning Commission Report

Commissioner Hamblin stated that there has been a lot of discussion on the Saddlery and on January 4, 2017 at 3:00 there will be folks understanding and coming up with revenues to save the building.  We would like to have any and all town residents present for this event.

There is a vacancy on the Warsaw Planning Commission which would be replacing Auriel Walker seat as she has moved to the Warsaw Town Council.  Julia Blackley- Rice has shown much interest in filling this position on the Warsaw Planning Commission. 

Councilman Forrest made a motion to appoint Julia Blackley-Rice to the Warsaw Planning Commission with her term expiring December 31, 2017. Councilman Lee seconded the motion carried with the following votes.

New Business – Closed Session

Section 2.2-3711(A)5 – Prospective Business

 Councilman Forrest moved to convene in closed session as permitted by Virginia Code Section 2.2-3711(A)5 relating to prospective business matters.  The motion was seconded by Councilman Lee and passed with the following votes.

Councilman Forrest moved to reconvene in regular session and Council

Certified by roll call vote, that in the closed session just concluded, nothing was discussed except the matter identified in the motion to convene in closed session and lawfully permitted to be so discussed under the provisions of the Virginia Freedom of Information Act cited in the motion.  Councilman Lee seconded the motion. Closing Comments

Councilman Self stated that he thought it was a very productive meeting and welcomed Auriel Walker to the Town Council. Happy Holidays to all and hope to see everyone at the Christmas dinner.

 

 

Councilwoman Hubert also welcomed Auriel Walker.

 

 

Councilman Forrest also welcomed Auriel to council and stated there are a lot of good things going on in the Town of Warsaw.

 

 

Councilman Hamblin congratulations to Auriel and Lee Capps at their new positions with the town.

 

 

Councilman Lee stated he was glad that Lee H. Capps was staying on board and welcome to you Auriel.  There is a lot going on in the Town of Warsaw.

 

Auriel Walker stated she was nervous and excited and looks forward to working on the town council.

 

Vice Mayor Yackel stated there are a lot of changes happening for the Town of Warsaw.
